  • Planning application submitted for Douglas Promenade

    The Department of Infrastructure has submitted its planning application for the redevelopment of Douglas Promenade.

    Subject to approval being granted, work will start in September to rejuvenate the area widely regarded as the ‘gateway to the Isle of Man.'

    The planning application features a new design for the southern section of the Promenade to improve traffic flow, junctions and footpaths. The northern end will be developed on a simple, like-for-like basis.

    Planning application submitted for Douglas Promenade

    The scheme, which gained overwhelming support from Tynwald Members in 2017, also includes the creation of a cultural area around the Villa Marina and Gaiety Theatre. This is in line with the Douglas Masterplan and will connect the Promenade with the town centre regeneration.

    Work is required to address the Promenade’s crumbling infrastructure and will involve the full-depth excavation and reconstruction of the failing highway and drainage, as well as the installation of new water and gas mains and ducting.

    The horse tram tracks will be re-laid to reflect the design principle agreed by Tynwald, with twin tracks retained in the centre of the road from the terminal at Strathallan to a point just north of the Broadway junction. They will then cross to the seaward side of the highway and switch to a single track terminating alongside the Bottleneck car park.

    The Promenade proposals were recently on public display in the Sea Terminal building and were well received when the Department hosted a presentation for members of the business and hospitality sectors, third sector organisations and others directly impacted by the redevelopment.

    Infrastructure Minister Ray Harmer MHK said:

    ‘The submission of the planning application is a further significant milestone towards our vision for the future of Douglas Promenade. I believe the Department’s proposal offers a solution that will benefit the people and the economy of the Isle of Man for generations to come.’

    He added:

    ‘The Promenade is one of the Island’s busiest and most important strategic routes, but also the worst in terms of its overall condition. Our scheme will not only reconstruct the highway, but also give the whole area a massive lift and reinforce the Isle of Man’s position as a special place to live and work.’

    If planning approval is provided for the scheme, a contractor will be appointed and a detailed construction programme drawn up.

  • Range of ideas for former RAF camp at Jurby

    A broad range of ideas has been suggested for the potential redevelopment of the former Royal Air Force camp at Jurby.

    The Department of Infrastructure says it is encouraged by the level of interest shown in the 24.96-acre site.

    Submissions are currently being assessed by the Public Estates and Housing Division and a report will be presented to the Department’s political members for further consideration.

    The development opportunity was advertised during the summer and the Department said it was keen to hear a variety of proposals, from large-scale schemes to smaller construction projects and self-build plots.

    Developers and members of the public responded with wide-ranging suggestions including the creation of new homes, business premises, sports, leisure and recreational facilities, craft and artisan workshops and new premises for start-up businesses.

    There was a high-level of engagement among local residents, with submissions arising from two community meetings held in late July.

    Julie Edge MHK, Department Member with responsibility for the Public Estates and Housing Division, said:

    ‘The Department wanted to test the water to see if there was any interest in developing the Jurby camp. We also asked residents and businesses for their views about possible future uses for the site. The response has been excellent and we will take this feedback into account as we consider our next steps.’

    She added:

    ‘We believe this site offers great scope for the local community and Island businesses. The amount of land available will potentially allow a scheme to be progressed that comprises many different elements. While any proposals would require planning approval, the development of the RAF camp could support the economy, provide jobs and act a catalyst for the further regeneration of the north of the Island.’

    Whilst criteria for the submission of comment may differ under each instrument of legislation, to give weight to any representation or submission, and to enable assessment of parties for interested person status (as defined in the 2013 Order) persons are encouraged to clearly indicate the relationship between their land or buildings and the land that is the subject of the application.     NOTICE OF PROPOSAL TO REGISTER A BUILDING

    The Department of Environment, Food and Agriculture gives notice that, as it appears to the Department that the following buildings are of special architectural or historic interest, it proposes to enter the buildings in the Protected Buildings Register:

    The effect of registration is to restrict the demolition, alteration or extension of the buildings without the consent of the Department, as approved by Part 3 of the Town and Country Planning Act 1999.

    Any person may, not later than 2nd December 2017, make representations to the Department with respect to the proposals. 

    Any representations should be addressed to the Secretary to the Planning Committee, Planning and Building Control Division, Department of Environment, Food and Agriculture, Murray House, Mount Havelock, Douglas, Isle of Man, IM1 2SF.
