Peter Karran States The Facts - Minister Teare Is Misleading the Public
Peter Karran says “ I received the first draft of the travel health insurance bill on 11 February 2010.
This was followed by a 2nd draft on 2 March 2010. On 8th March 2010 I approved the final draft and the Senior Legislative Drafter at the Attorney General's Chambers requested that a proof be prepared.
To date I am awaiting copy of proof. In consequence, I was not in a position to present my Bill prior to Minister Teare’s Medical Expenses Repatriation Scheme Order 2010. His statement to the public is misleading and without factual evidence which I can prove in written correspondence. The Minister’s incorrect statement is just trying to confuse the general public over the differences between the procedures for a Private Members Bill and a Tynwald Order.
We demand that he stands by his declaration on behalf of himself and the Council of Ministers on the 2nd February 2010 in the House of Keys that he would fully support my Private Members Bill to introduce a Travel Health Levy Scheme.
I am still awaiting a reply from the Chief Minister to my letter of 25th February 2010. For the record, I have asked the Chief Minister to allow common sense to prevail in that the Travel Levy Scheme is far more sensible than the DHSS’s proposal for the Safety Net Scheme at this month’s Tynwald. If the Chief Minister, with his Block Vote, chose to introduce the Travel Levy Scheme by secondary legislation it could be in place prior to the 1st April."
